Angola to award 60 oil and gas concessions by year-end

Angola is on track to award 60 oil and gas concessions by the end of 2025, exceeding its initial target and reinforcing its position as a premier destination for upstream energy investment in Africa, the country’s oil and gas regulator has announced.

Speaking at African Energy Week: Invest in African Energies 2025 last week, National Oil, Gas and Biofuels Agency (ANPG) executive administrator Alcides Andrade confirmed that Angola has already surpassed its goal of awarding 50 concessions through licensing rounds and direct negotiations.

The regulator is now pushing for an additional 10 awards to further boost exploration and production.

“Since 2024, we have awarded more than 20 blocks. This has amounted to more than 50 blocks. We see the potential to award up to 60 concessions by the end of this year,” Andrade said.

The expansion is part of a six-year licensing strategy backed by fiscal reforms aimed at attracting investment.

Angola expects up to $70 billion in capital expenditure over the next five years, with several operators already advancing onshore exploration and drilling plans.

To maintain oil production above one million barrels per day, Angola has marked key project milestones in 2025, including the start of production at Agogo, Begonia and CLOV Phase 3 fields.

On the gas front, the ANPG is implementing its gas master plan to unlock non-associated reserves.

The Quiluma and Maboqueiro fields – Angola’s first non-associated gas project – are slated to come online by late 2025.

A recent discovery at Block 1/14 adds to the country’s estimated 38 trillion cubic feet of gas potential.
