We’ve released a request for tender (RFT) on AusTender for a lead contractor to deliver phase 2 of the program. Submissions close 1 December.
Phase 2 of the Northern Endeavour decommissioning program includes permanently plugging and abandoning 9 wells in the Laminaria and Corallina oil fields.
We are seeking proposals from organisations to complete phase 2 in 2 stages.
- Stage 1 – project management, engineering, logistics, regulatory approval (including achieving Registered Operator status), subcontracting and procurement activities to:
- design and plan to permanently plug and abandon the wells
- develop a Stage Gate Review Pack outlining a pricing model with detailed budget, risk profile and Performance Management Framework
- achieve Registered Operator status and monitor and maintain the Laminaria Corallina oil fields.
- Stage 2 – includes:
- permanently plugging and abandoning the wells
- project management, engineering, procurement and field monitoring
- meeting all regulatory requirements, including a National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) approved Safety Case.
You must complete all work in line with the priorities of the project. In order of importance, the priorities include:
- achieving outstanding safety, health and environmental performance
- achieving quality outcomes through good industry practice and standards
- effectively managing risk and change
- complying with all regulatory requirements and timeframes
- achieving a technically compliant solution that balances compliance with value for money
- aligning delivery with environmental, social and governance expectations.
Interested parties must:
- register to submit proposals through the AusTender (external link) website
- address all requirements in the RFT or we may exclude your proposal from evaluation.
Our department will hold 4 industry briefing sessions for interested parties. Each briefing will cover a different topic including commercial, technical, regulatory and financial aspects of the RFT. We will hold the briefings during the week of 22–26 September 2025.
